Location:Entire JordanClient:World BankDescription of Project:Jordan currently hosts nearly 1.3 million Syrian refugees, 80% of whom live in host communities. During the first two years of the Syrian refugee crisis, which began in 2011, the international community’s response focused almost exclusively on providing humanitarian assistance to the refugees, including to those who fled to Jordan. The number of refugees joining host communities in Jordan has significantly strained the country’s systems and added pressure on basic service delivery in water, sanitation, electricity, solid waste management, health and education.The objective of the MSSRP is to support Jordanian municipalities affected by the influx of Syrian refugees in delivering services and employment opportunities for Jordanians and Syrians. The project is financed through donor contributions to a Multi Donor Trust Fund.The Independent Performance Monitoring and Audit activity will assess the effectiveness of the project implementation from institutional, social, technical, and operational dimensions. The audit should be designed to evaluate a representative sample of sub-projects implemented and municipalities participating under the MSSRP.In addition to assessing the technical quality of the work carried out, the works includes verifying the consistency and quality of key processes and outputs at the municipal level. This would include monitoring against the Project Development Objectives (PDOs), and key Project implementation requirements as in the Project Paper and Project approved Operations Manual (including the Innovation Fund (IF) Manual). Review compliance in following up with community prioritization procedures including the stakeholder engagement plan, innovation fund procedures, the gender and inclusion action plan and quality of engineering and safeguards implementation aspects of works implemented under Component 1 of the Project. Under Component 2 of the Project, in addition to monitoring the progress against implementing the Project Capacity Development Plan, including assessing, on a sample basis, the quality of training and capacity building delivered, and the responsiveness of the PMU on feedback of training participants.Services Provided:Managerial Audit and Special engineering StudiesFunded By:The World Bank
