Location:Jordanian Iraqi Borders (Risha)Client:USAIDBeneficiary: NEPCODescription of Project:The Hashemite Kingdom of Jordan has limited indigenous energy resources and imports almost 90 percent of its energy needs. Jordan relies on imported piped natural gas to fuel the power sector and petroleum products to supply all economic sectors. Renewable energy increased from 0 percent in 2015 to about 30 percent in 2023. This high percentage of renewable energy and difficulties in managing renewable energy fluctuations in a small and isolated grid system has greatly limited Jordan’s ability to bring additional renewable energy onto its grid and has forced the country’s National Electric Power Company (NEPCO) to curtail renewable energy. In order to mitigate renewable energy curtailment and improve the flexibility of the grid system, NEPCO plans to export its excess power to Iraq. To do so, the Government of Jordan and the Government of Iraq signed an Electricity Trading and Construction Agreement to interconnect the electrical grid in both countries. This interconnection will allow Jordan to manage grid flux from renewable sources more effectively and generate revenues to NEPCO. USAID is providing grant funding through a Fixed Amount Reimbursable Agreement (FARA) to NEPCO to construct a substation and an overhead transmission line at the Risha area near the borders between Jordan and Iraq. This facility will serve as the connection point between the grids in the two countries.To support this effort, USAID/Jordan also signed the Jordan Iraq Power Interconnection Activity, a contract with Mostaqbal Engineering and Environmental Services to provide Architectural and Engineering (A&E) and monitoring services by a pool of specialists. Mostaqbal provides an on-site engineering service team with the technical capacity to carry out engineering assessments, studies, and construction management in the power grid transmission sector to help NEPCO export electricity to Iraq.The Activity includes the construction of a (2x400 MVA) 400/132/33 KV substation (S/S) in the Risha area of Jordan and the construction of a 10 Km overhead transmission line (400 KV) from Risha to Iraq’s border.Services Provided:
Construction Management
Monitor the completion of the project’s milestones and verify that the construction contractor fulfils all of the agreement’s requirements.
Assist USAID and NEPCO in developing and reporting necessary recommendations to mitigate environmental impacts, highlighting climate risk mitigation opportunities.
