Project Title: Azraq Wellfield and Water Transmission Pipeline

Description of Project: Preparation of a Feasibility Study, which defines a comprehensive project for improvement of the water transmission pipeline between Azraq and Khaw, and which takes the peripheral conditions for sustainable operation of the pipeline into account.   The Project will contribute to ensure sustainable water supply of the Greater Amman and Zarqa area by safeguarding of the water resources of the Azraq wellfield and by improvement of the water transmission system from Azraq to Khaw. The study will support the PEA and KfW to identify investment needs and present a feasible approach for the implementation of wellfield improvement and the transmission system. The FS will result in a clearly defined, feasible project ready for implementation, including location of plant(s) and infrastructures, estimation of capital investments, costs for operation, implementation schedule and possible accompanying measures.   Project Phases:   Phase 1: Inception and screening
  • Analysis of available data and studies and screening of potential locations for new wells and transmission infrastructure;
  • Development of design parameters;
  • Conduct additional studies to determine the extent of the saltwater intrusion problem in the AWSA wellfield, the general groundwater salinity situation (vertical and horizontal distribution) in the potential wellfield areas and optimal location for future groundwater extraction
  • Possible options focus on sustainable water resource management and transportation aspects (costs, CO2-emissions, operation, etc.),
  • Prepare a first, high-level, screening of E&S risks and impacts, as well as conducting the initial stakeholder engagement activities with the local communities and municipality and provision of an overview of land rights/ownership.
Phase 2: Comprehensive evaluation of identified options
  • Development of an approved evaluation matrix including weighing
  • Conceptual design including cost estimation of measures for each option
  • Evaluation of all aspects which are required to allow an informed decision; advantages/disadvantages of locations of wells and transport infrastructure (pump stations and pipeline), analysis and scoping of environmental and social risks and impacts (including the development of the SEP and initiation/implementation of Stakeholder Engagement activities), investment and operation costs, climate impacts, risks, etc.
  • Evaluation of options and proposal of a preferred option
  Phase 3: Feasibility study including ESIA for the preferred option
  • Further elaboration of technical and financial details of the preferred option
  • Update of cost estimation, if necessary
  • Model for operation and maintenance / operator
  • Environmental and Social Impact Assessment (ESIA), incl. ESMP and further E&S Studies and Management Plans, if required
  • Climate Screening and Impact Assessment
  • Definition of Accompanying measures, if needed
  • Implementation schedule
  • Risk analysis and mitigation measures
